Announcement on international competition of urban design and architectural conceptual design for Xiamen Wuyuan Sports Park

廈門(mén)路橋建設集團有限公司受兩岸區域性金融中心片區指揮部、廈門(mén)市自然資源和規劃局、湖里區人民政府聯(lián)合委托，面向全球開(kāi)展《廈門(mén)市五緣體育公園城市設計及建筑概念性方案》國際征集競賽活動(dòng)（以下簡(jiǎn)稱(chēng)“本次征集活動(dòng)”）?，F將相關(guān)事項預公告如下：

Jointly commissioned by Cross-Strait Regional Financial Centre Area Headquarters , Xiamen Municipal Natural Resources and Planning Bureau and Huli District Government , Xiamen Road & Bridge Construction Group launches this solicitation for international competition of urban design and architectural conceptual design for Xiamen Wuyuan Sports Park (Hereafer referred to as the solicitation).Matters related  are announced as follows :

一、項目概況

I  Project Overview

五緣體育公園項目位于湖里區五緣灣片區（穆厝南路和五緣灣道以南，仙岳路以北，東鄰規劃路），規劃用地面積60.4公頃，定位為打造集品牌賽事、休閑健身、文化娛樂(lè )、商貿服務(wù)、互動(dòng)體驗于一體的利用高效、功能齊全、國際領(lǐng)先的一流體育綜合體，擬借鑒國內外優(yōu)秀設計理念和成功經(jīng)驗，從國際視角高起點(diǎn)規劃、高標準建設。

     Located in the Wuyuan Bay area of Huli District ( in the south of Mucu South Road and Wuyuan Bay boulevard, north of Xianyue Road and Guihua Road to its near east ), with a planned area of 60.4 hectares, Wuyuan Sports Park is positioned to be a first-class sports complex, an international level facility of efficiency and functions for renowned sports events and activities of leisure, fitness, culture, entertainment, commerce, trade with interactive experiences. The best design concept and the best international practice will be adopted to meet the high requirement of its planning and construction.

二、編制要求

II  Requirement for Scheme Design                                 

本次征集活動(dòng)分為方案編制和后期深化兩階段。

The solicitation has 2 phases : Scheme Development and Detailing .

（一）方案編制階段

 1. Scheme Development

方案編制階段的工作主要包括五緣體育公園城市設計及根據城市設計方案確定的廈門(mén)國際網(wǎng)球中心、湖里體育館、湖里文體活動(dòng)中心主體建筑概念性方案設計。

Scheme development includes the urban design for Wuyuan Sports Park and the follow-up conceptual design for Xiamen International Tennis Center ，Huli Gymnasium and Huli Center of Cultural and Sports Activity.

（二）后期深化階段

 2. Detailing

方案深化單位吸取各方案優(yōu)點(diǎn)，同時(shí)按照市政府、指揮部、專(zhuān)家評審等各方意見(jiàn)深化細化整合為一版具有整體性和獨創(chuàng )性的設計方案，移交業(yè)主單位指導規劃實(shí)施。

The detailing should absorb merits of other schemes and integrate opinions from the municipality, the area headquarters and the jury before working out a holistic and original deliverable for the owners to guide planning and execution.

三、規劃范圍

 III Planning Scope

1、城市設計范圍：東穆厝南路和五緣灣道以南，仙岳路以北，東鄰金邊路，西鄰鐘宅西三路，規劃用地面積60.4公頃。（詳見(jiàn)附圖1）

1.Scope for Urban Design

The planned plot of 60.4 hectares is in the south of Dongmucu South road and Wuyan Bay boulevard and the north of Xianyue Road ,with Jinbian Road next to its east and the 3^rd Zhongzhai West road on its west . (see figure 1)

2、建筑概念性方案設計范圍：設計方根據城市設計方案確定的廈門(mén)國際網(wǎng)球中心、湖里體育館、湖里文體活動(dòng)中心主體建筑范圍。其中，廈門(mén)國際網(wǎng)球中心建筑單體,包括1個(gè)網(wǎng)球主館（15000座）、1個(gè)副館（5000座）、 2片室內網(wǎng)球場(chǎng)（2片各2000座）;湖里體育館，設置坐席8000座（包括固定坐席和活動(dòng)坐席），體育館副館兼具國家羽毛球館訓練基地；湖里文體活動(dòng)中心，包含湖里區文化館、湖里區青少年宮，建筑面積約13000平方米。

2. Scope for Architectural Conceptual Design 

The scope defined by the urban design includes the main structures of Xiamen International Tennis Center, Huli Gymnasium and Huli Center of Cultural and Sports Activity. Specifically, the single building of Xiamen International Tennis Center has 1 main venue of 15,000 seats and an ancillary venue of 5000 seats and 2 indoor courts of 2000 seats each; Huli Gymnasium has 8000 seats (fixed and movable) and an ancillary venue which is also the national badminton training base; Huli Center of Cultural and Sports Activity has Huli Culture Center and Huli Youth Palace with a total construction area of 13,000 square meters.

四、應征要求

IV Application requirement

本次征集活動(dòng)采用公開(kāi)報名的方式，境內外合法注冊且有與本項目類(lèi)似的相關(guān)設計經(jīng)驗的機構均可報名參加。本次國際征集不設資質(zhì)要求，境內外設計機構均可報名參加，允許聯(lián)合體報名，聯(lián)合體成員數量不超過(guò)3家。不接受個(gè)人及個(gè)人組合的報名。聯(lián)合體各方不得再單獨以自己名義，或者與另外的設計機構組成聯(lián)合體參加本次國際征集。

This solicitation, without qualification requirement, opens to domestic and overseas applicants who are legally registered and have similar experiences. Consortium are accepted but each one shall not have more than 3 members. Applications by individuals or groups of individuals will not be accepted. Members of the consortium can not apply separately on its own or form another consortium with other applicants.

（一） 境內外設計機構必須具有經(jīng)合法注冊并在有效期內的營(yíng)業(yè)執照，且必須具有獨立企業(yè)法人資格。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報名參賽。

A domestic applicant must have a valid legally registered business license and must have independent status of enterprise as a legal person. Applicants having 2 or more than 2 legal persons and sharing a common one, whether it is a parent company, wholly owned subsidiary or share- controlling company, can not apply at the same time .

考慮到新冠疫情對國際航班等的影響，境外設計機構（在中國境內無(wú)分支機構）必須與境內設計機構組成聯(lián)合體參加本次國際征集。

Considering the pandemic impact on international flights, overseas applicants without branches inside China must form a consortium with domestic counterparts to participate.

具有以下同類(lèi)項目經(jīng)驗的設計機構優(yōu)先考慮:

（1）具有城市綜合體、體育公園的城市設計綜合研究能力與實(shí)踐經(jīng)驗；

（2）具有豐富的體育場(chǎng)館特別是網(wǎng)球賽事中心等建筑方案設計經(jīng)驗。

Applicants with the following expertise are preferred:

(1)      comprehensive research capability and practical experience in urban design.

(2)      design experience in sports venues especially tennis facilities .

五、費用設置  

V Honoraria

本次征集活動(dòng)分為方案編制和后期深化兩階段。通過(guò)對報名的應征機構進(jìn)行資格預審和概念提案評審，擇優(yōu)選取6家入圍機構獲得參與方案編制階段的資格。入圍應征機構按照《征集文件》要求遞交最終設計成果后，經(jīng)評審后確定方案排名，獲得相應設計費用：

This solicitation has two phases, namely "scheme development " and "detailing". Six applicants will be selected to participate in the scheme development through pre-qualification and conceptual design review. After the shortlisted submit their final scheme development in accordance with the requirements of the Solicitation Document, the jury committee will review and determine the ranking and award the corresponding design.

設計機構在規定時(shí)間內提交有效應征文件，且滿(mǎn)足本征集文件要求，由評審委員會(huì )按程序對6家機構提交的方案設計成果進(jìn)行評審，上報市政府研究確定排名后，設計機構將獲得如下征集獎金（含稅）：

The participants shall submit application documents as required before the deadline. The jury will review the deliverables of the 6 shortlisted applicants and report to the city government to decide the ranking. The following amount of honoraria (tax inclusive) will be awarded correspondingly.

一等獎（1名）：人民幣200萬(wàn)元；

二等獎（1名）：人民幣160萬(wàn)元；

三等獎（1名）：人民幣120萬(wàn)元；

成果認定有效的其他設計單位：各獲得補償金人民幣80萬(wàn)元。

First Prize: RMB 2million;

Second Prize: RMB 1.6million；

Third Prize: RMB 1.2million ；

RMB 0.8 million is rewarded to other applicants with valid submissions.

獲得一等獎的應征機構負責后期深化階段工作，具體事宜根據后續工作的安排進(jìn)行協(xié)商，后期深化階段金額為人民幣100萬(wàn)元。以上費用均包含稅費。

The first prize winner will work on the detailing, the matter of which will be negotiated according to the later arrangement. The detailing fee is RMB 1million with tax included.

六、時(shí)間計劃

VI schedule

擬計劃于2020年12月下旬確定入圍應征機構、2021年1月上旬組織現場(chǎng)踏勘及召開(kāi)項目發(fā)布會(huì )，屆時(shí)需應征機構主創(chuàng )設計師及其團隊參會(huì )。方案編制階段設計周期自發(fā)布會(huì )起約為2.5個(gè)月。

 The planned determination of shortlisted applicants is by the end of December of 2020, and the site survey and the project release will be in the beginning of January of 2021. The chief designers and other team members are required to attend the release meeting. The duration of the scheme development is about 2.5 months starting from the release meeting.
